Fishing Permits and Fees in Korea
In South Korea, you don't need a permit to fish at sea or in inland waters. You also likely won't need to pay a fee to fish, though some locations charge a day ticket fee. This can cost about $5 USD, and you might need to present an ID upon purchasing. If you visit a privately owned fishery, you might also need to pay a fee.
You do need a license, however, to drive a fishing boat more than 5 horsepower. To obtain a Korean boating license, you must take a boat license test, which has a written part and a practical portion. If you don't speak Korean, there are English-speaking instructors to help with the process.
